The AGC Labor and Employment Law Council held its 39th Annual Construction Labor Law Symposium on May 2-3, 2024, in Washington, DC. The Council is a network of attorneys who regularly represent AGC members and chapters in labor and employment matters. It holds an annual continuing legal education symposium such attorneys and for chapter labor staff.

Symposium participants heard presentations on the following topics:

  • The Implications of the NLRB’s Cemex Decision for Construction Employers Facing Union Organizing Drives;
  • Withdrawal Liability & Due Diligence in Buy-Sell Transactions;
  • How Construction Employers Can Take Charge Against Union Misconduct;
  • Demystifying NLRA Preemption;
  • Mastering the Inflation Reduction Act’s Apprenticeship Requirements;
  • Understanding the New Davis-Bacon Regulations & Their Impact on Construction Contractors; and
  • Navigating Religious Discrimination & Accommodation Today.

The program also featured a presentation by guest speaker Richard Bock, head of the National Labor Relations Board’s Division of Advice, and a “fireside chat” with Jessica Looman, administrator of the U.S. Department of Labor’s Wage and Hour Division. In addition to answering questions about such matters as the Department’s new independent contractor and Davis-Bacon regulations, Looman spent significant time talking about her present focus on enforcing child labor laws following the Department’s discovery of several noteworthy violations putting minors at risk in various industries.

Symposium handouts will soon be available to all AGC members in the Labor & HR Topical Resources area of the AGC website categorized by subject area. Visitors must log in as AGC members to access the resources.
