In collaboration with AGC of America, the U.S. Army Corps of Engineers (USACE) published its first-ever Submittal Playbook. While not mandatory, the purpose of this playbook is to foster mutual understanding, share best practices, and offer practical solutions that help both contractors and government agencies streamline and improve the efficiency of the submittal process. The Submittal Playbook comes on the heels of publication of the Construction Partnering Playbook, which details for how USACE should implement partnering. The partnering playbook provides several examples and draft templates on a host of issues relevant to AGC members.
Additional AGC and USACE collaboration include the Contract Changes Playbook for firm fixed price contracts. The Contract Changes Playbook was initiated based on the analysis of the USACE-AGC Joint Study on Construction Contract Modifications. The Contract Changes Playbook provides best practices, offers transparency into challenges and obstacles, and drives accountability for timely resolution of change orders. Importantly, it sheds light on the considerations and procedures of USACE’s change order processes.
