OSHA Resumes Enforcement, Extends Citation Contest Deadlines After Government Shutdown

On December 2, the U.S. Department of Labor (DOL) announced that the Occupational Safety and Health Administration (OSHA) has resumed normal enforcement activities following the federal funding lapse and is now working through a backlog of safety and health complaints that were not processed during the shutdown. Complainants do not need to resubmit their cases.

OSHA has also extended the 15-working-day contest period for employers who received citations between October 1 and November 12, 2025; shutdown days will not count toward the deadline, and all affected contest periods are now extended through December 4, 2025. Employers should continue to monitor the OSHA Establishment Search page for updates to citation or penalty status and can contact OSHA for compliance assistance or guidance on the inspection process.
