(UPDATE) AGC members have 100% successfully removed the requirement to use PLAs on all twelve projects that were included or stayed in the MVL USA Inc. vs. USA case. Effectively immediately, the Department of Defense has issued guidance (available here) to remove from all current and forthcoming military construction solicitations...
