DOT Seeks Input on Next Surface Transportation Bill, AGC Responds

The Department of Transportation is gathering feedback to shape the next surface transportation reauthorization, and AGC of America has submitted comments focused on investment, PFAS challenges, and permitting reforms.

On July 21, the U.S. Department of Transportation (DOT) issued a request for information (RFI) on the upcoming surface transportation reauthorization. The current law expires September 30, 2026, and DOT is seeking stakeholder feedback to shape the next proposal, inviting input from contractors, state and local governments, manufacturers, and other industry partners to ensure the bill addresses the nation’s most pressing infrastructure needs.

AGC of America submitted comments to the RFI, underscoring the construction industry’s perspective and providing three attachments to inform DOT’s process:

  • Recommendations for the Surface Transportation Reauthorization Bill – outlining policies to secure long-term, sustainable infrastructure investment.
  • PFAS One-Pager – demonstrating how regulatory uncertainty surrounding PFAS is driving up costs and risk for construction projects.
  • Statement for the Record from the February 19, 2025, hearing on “Improving the Federal Environmental Review and Permitting Processes” – detailing reforms to streamline approvals and reduce costly project delays.

Through these submissions, AGC stressed the importance of predictable funding, regulatory clarity, and efficient permitting processes to keep vital infrastructure projects on schedule and within budget.
