AGC Releases New Project Labor Agreement Resource for Contractors

The Associated General Contractors (AGC) of America has introduced a new tool to help contractors navigate owner preferences and requirements for Project Labor Agreements (PLAs). Unveiled April 10 at AGC’s Annual Convention in Columbus, Ohio, the Annotated Template Project Labor Agreement offers sample clauses and commentary to assist contractors during PLA negotiations.

Developed by a task force of union and open-shop contractors, AGC chapter staff, and labor law experts, the template is intended as a flexible reference—not a standard agreement—recognizing that PLA terms vary by project, location, and legal requirements.

AGC members can access the template and related resources in the Labor & HR Topical Resources library under “Collective Bargaining” > “Project Labor Agreements” (member login required).

AGC maintains a neutral stance on voluntary PLA use but firmly opposes government mandates that either require or prohibit them, advocating instead for open and fair competition.
